The risk Vs reward is a bit off to me though.

It's the 80s and your knocking out bootleg VHS tapes. Selling pirate copies of E.T is illegal but cops don't give much of a care. Selling VHS tapes of porn or snuff bumps the consequences up for the same act and profit.

I dont want to sound too up my own ass here, but if you honestly can't see Rick doing all of this shit by now you're either way too nice of a person with a healthy level of normalcy bias, or you're lost in the jokes. Junkies get lost in their own little worlds and kill their friends for a bag of dope, you dont think Rick would resort to this level of insanity after feeling like he's paying his abuser? Rick was mama ravens special little boy his entire life until he got annihilated by quasi the streetcleaner. He's been charged with threatening to kill his unborn child in front of its mother for fucks sake...c'mon fellas, you dont think Rick would set up a situation where his second better wife doesnt take a billy club to the noggin if it means putting the world in its place?

Lemme break it down for you:

the biggest cost/expense/effort for a blackhat is to setup and maintain a clean OPSEC environment. Once you have it established, you have options and things like swats are low effort from such an environment.

Bomb-threats/SWATTTings are good for hackers because they're very hard to catch and law enforcement doesn't pursue most (the Isreali jewish kid did over 2000 of them over a period of two years before he got caught and he had autism and a brain tumor).

You will have a wide and plentiful customer base: plenty of retards like Pat, kids who don't want to write an exam, people who hate a certain streamer, etc. They will allow you to keep a steady bankroll of crypto that has no connection to you (KYC, localBitcoin honeypotting, and Bitcoin ATM cameras all jeopardize opsec).

When you have a steady bankroll of unlinked to you crypto, you don't cash it out, you use it to bankroll bigger hacking projects, like buying data breaches off of raidforums (RIP), BreachForums(RIP), Genesis (RIP), the successors I won't name, etc, and other blackhat shit that needs a crypto bankroll and is highly illegal and more profitable/desirable (depending on the objectives of the blackhat).

I'm just speculating, but I'm guessing torswats recent shifts could be related to the less than a week old "Operation Cookie Monster" by the FBI/Interpol seizing Genesis so he's doing the smart move and shuttering his previous environment and establishing a new clean one (which takes time and effort). And he figured he might as well burn the fat debtor pig who refused to pay up in the meantime.

I don’t think anyone is here saying it’s impossible that Rick did it, we just haven’t seen the proof yet to make us as sure a many other people are.
