It needs to be verified.
It could possibly be sitting in a dormant unverified state where someone has used his email, he hasnt confirmed it and its sitting as a db entry waiting to go live.
but It would also imply that someone attempted it over 6 months ago and not a recent thing. the only way to know is for the feds to login to the account

You cant even get in without 2fa. I haven't used it in almost 2 years but I think you even have to use an authenticator to do a transaction.

Like Telegram it is extremely unlikely someone stole his number to open only 2 very specific accounts to pull this off and not do anything else while they had access to his email and sms for the time they did it. If you had that level of access to his accounts. Email, texts, AND authenticator you wouldn't do anything other than just verify 2 accounts? Wouldn't check his bank accounts?
