I think it's some sort of environmental disaster dystopian fiction set in 2030 Nigeria with degraded air quality. The currency is O2 credits to refill a short supply of [various breathing technology] monopolized by former big tobacco owned by the Chinese. There's also an underground fighting arena to gain extra credits lest they die. Poor Africans!

The characters and plot are just filler, with tropes like the independent womyn ("a strong, intelligent, frighteningly competent woman with teeth and claws and a mind all her own") and bitching about institutional sexism ("I had to wonder why our society still looks down on women so much.")

You could lose 100% of the conversion fees by getting Jason Sandford who's running this grift to dump the money into a pre-loaded Visa, and then paying for everything in American dollars. I'm sure Worldcon will waive the entrance fee for a starving African. Take "upkeep" off the list as it's clearly nothing to do with the trip, and the fucking guy doesn't need $250 in walking around money for each day of the con, particularly if he's staying in the same hotel. Make that $100, and have him split a cab with someone to/from the airport, assuming there's no courtesy bus.

There, I've just taken nearly $3.5k off his $7k bill.

Oh, and Kayak are offering the round trip for $1400 for those dates via Qatar airways; so that's another $1000 off the cost.
