Can’t they just argue they thought he was acting unhinged and a credible risk? How often do criminals say everything is fine and then it turns out no things weren’t fine, they were lying and/or are crazy and finally snapped?

Why would they settle? Wouldn’t that just encourage people to sue them even more than they already do? They have extensive documentation on all of the calls.

He hoped quasi would cave and shut the shit down. Not so. He hoped BDA wouldn’t show up for the RO. Not so. He’s hoping for a settlement. We’ll see

Imo the only way a settlement happens is if the City Attorney is exceptionally lazy. But all court cases have a big fat element of uncertainty which is why the vast majority settle
