Yes, this low class midwest hayseed also got angry with a French bistro for not having "scrambled eggs" on the menu, and who could forget him ordering "lasagna" in a Mexican cantina on his last vacation.
I've googled and have yet to find a single instance of someone in Paris or France in general being refused scrambled eggs. They do make them there, I've found recipes for French style scrambled eggs, so I'm guessing it was just pat complaining about them refusing to make them to his baby boy standards (served in big overcooked curds like the eggs he's posted pictures of that he made). Or he was just copping a shit attitude and because he was a tourist they didn't give him what he wanted out of principle.

The only people who would've robbed you would've been Roma gypsies. There are maybe 50 Africans in Prague and the police have them on a very short leash. They're only allowed in the old town centre and hand out flyers for the strip clubs etc. One raped a Czech woman a couple of years ago and he was found beaten to death a few weeks later. The cops almost certainly did it. The message was sent. They've behaved ever since. The gypsies are another story but they're pickpockets really, not violent.

The French are notorious for undercooking eggs by Anglo standards. I recently saw some American chef reminiscing about starting at a French restaurant and being disturbed at how they cooked their scrambled eggs until he tasted it.

Rick probably got a plate of creamy goodness instead of dried out mush and decided to send it back, which in itself is a big fucking no-no in Europe. Dumb rube thought being in a French bistro means the customer can be extra haughty when the exact opposite is true.
