It reads that under their policies, and using their methods under those policies, they can’t provide any information to the request.

Those policies may be not releasing information related to open cases or even commenting if a case is open.

I don’t know, but that’s how I read it. I didn’t understand it as “we’ve looked for this information and we can’t give any so it doesn’t exist” which seems silly.

These seem like reasonable conclusions and I don't see why, if they're arguing that, they would settle with Pat for any other reason besides just getting the case over with (for a small amount that would not even cover Pig's legal fees).

Pat has made numerous ACAB posts through the years, he’s gone on almost every platform and shitted on MPD, the FBI and LEO in general. The city has every incentive not to settle. Rick is white, with no physical harm or property damage. He has a history of taking everyone to court who makes him feel bad. The cops did their job and Rick has lied about the responses.
