It was said earlier but I agree the excuse for him freaking out crying and screaming at the cops is because he expected them to show up and say "you were right Patrick and we were wrong" and then give him the key to the city and have us all executed. It’s only a Felony if the SWATter is also in Wisconsin. See in order to be charged with a Felony in a state, you have to be present in that state to commit the Felony.
