He told the military that if they paid for his technology, he would loan it to them to search for old subs and ships as long as he could use it for the Titanic search. The Navy literally gave him his own fleet temporarily and it allowed him to find the Titanic using the various machines once they had found the old subs that had gone down.Ballard who found the Titanic was hired to go look for this one prior by the Navy.
