Because there's way more variables at work in determining what species become dominant in a given ecosystem than just temperature, dummy. Plants are highly competitive just like animals, it just takes longer. Cacti in particular are highly adapted to extremely dry environments, aka DESERTS. They wouldn't fare well on the grand scale in lush environments against other fauna which haven't specialised themselves in such a potentially constrictive way.
