Depends. Is he strictly talking about the blecks or poor people (reliant on welfare for a time) in general? There are areas where poor, salt-of-the-earth types are perfectly law-abiding and moral.

The part about dearth of comfortable public spaces because you have to allow them there reminds me of libraries letting homeless hang out. That as well as his mention of life and property is why I'm guessing he's talking about smelly, dangerous, mentally ill NYC black homeless types.
