The self swatting has two purposes.
1. Pat thinks the law will forgive his debts because the of the stlakers. Pat doesn't understand that's not how things work as evidenced by his multiple court appearances where he thought he'd be heard and a sentence would be handed down. 1 example is the Nadowlski case. Other examples are him bitching on twitter about how old judges don't understand the internet and thus the law superseded his feelings.
2. It was hypothesized before torswats made the claim that he's trying to get a civil suit against the Milwaukee PD. I think he's hoping the sheer volume of swats will catch the attention of a wealthy leftist and fund a suit. Pig doesn't understand they're just doing their jobs but believes sympathetic jurors will award him a payout anyway. Other possible situation that he'll settle for is a cop with an itchy trigger finger showing up and firing a shot into his house. That one is more cut and dry, but he's a coward and sees this as a last ditch effort. Either way he plans to take the money he receives from a court case and pay off Quasi before using what's left to sit on his ass.
