Most of our imported goods are shipped via boat. It’s cheaper and if demand planning/ forecasting is good then it can be the most efficient means of transporting goods. Why would a cargo ship put missiles and guns when that takes up the room for containers? Air shipping is expense and they charge by volume. So now you bulky items like bombs that take up space on the plane? Now they have to expend more fuel cause they have to carry heavy objects so the price of everything goes up -cost to ship cause they’ll have these pallet bombs taking up valuable cargo space. Who’s going to ship goods if now a civilian plane like FEDEX or DHL is carrying weapons on them and is now a target with a giant bullseye attached to it.
