No, as long as you have an employer, they will give you one. It's completely gay. I used to work in a Jew-owned lab where all the employees were h1-b captives. They are desirable to employers because you can pay them like shit, and they can't do anything about it because if they lose their employment status, they have to go back. If this is what he's doing, the SFWA probably "hired" him to do some BS.
