Australia and Israel currently participate. Either Morroco or Algeria did once. You just need partner membership to the European Broadcasting Union to participate (which the CBS in the US and CBC in Canada have, but haven't shown enough public interest)

Espresso machiato is in the final, milkshake is not. Turns out the guy just doesn't sound very good live. The audience was audibly muted for broadcast to prevent people at home hearing Israel get booed and people screaming a homophone of "cunt" at the end of Malta's chorus after they made her change the lyrics.
