There are ppl in mid-level management who are fighting back and doing things (still through proper channels, legal hoopholes and being gae and Canadian about it) but you can see a simmering "no, fuck you" from some of the more assertives within the bureaucracy who can see ahead (they will use us to enforce shit until they don't need us etc).
