It'd ultimately be a pointless endevurrr because all it would do is nullify the votes of migrants and hicksters but leave the middle class and higher squabbling (which already dominates politics) intact. You'd still end up with a fundamentally similar situation, just with some modified parameters.

Democracy was doomed from the moment citizenship became a passive status rather than an active process. Experimentation with different types of suffrage after that fact is pointless because the essential symbiosis between government and governed is missing.
