I've lived in Southern California, off and on, for over fifty years.
It's always had Santa Ana Winds. The things that changed were:
1) They stopped doing control burns, because muh environmentalism
2) Around 2013, they stopped arresting people who live in the forest (homeless)
3) The infrastructure has been rotting since forever
4) And the houses in the area keep pushing further and further up the hill. Basically, they're running out of places to put a house, so they start putting them on lots that are extremely difficult to build on.
