I don't know what he meant to say here, but this literally means the stlaker is never going anywhere ever again unless that somewhere is prison. Like he's not going to the corner store for smokes, he's not going to work, he's not going outside for any reason. He's not even going to the police station once arrested or court once arraigned - just straight to prison and only to prison.
