What i did when i played Victoria II was once I got to the age of ironclads I'd use cheats to gift myself 2b gold, turn on instant construction, and start spamming transports and ironclads. I'd send out two groups of transports and ships, with a commerce raider screen (knowing that weather could cause the loss of ships as well), and land troops at the mouth of the Yangtze and also Guangzhou, and rush to have my two armies meet in somewhere along the river, then roll up all the Chinks caught in the cauldron. They really only succeeded at defense if I had to string my forces too loosely and would pick off a division or two with 2-300k Zerg rushes of poorly trained rice farmers with pitchforks.

So I guess that's my battle plan for China 2025
