I don't want to be that guy but you could fly a plane like that a lot slower over a house. I think it only needs to be at like 80-100 knots to stay in flight, no? I know a cessna can keep flight around 60-80 knots.

We had a fighter fly to low over our base once. People on the ground got burn damage. I doubt it safe to fly an a-10 that low over a residential area
