No, he is the retard and misunderstands what trannies call, "basic biology". Sex is determined at conception by whether or not the sperm carries a Y chromosome.

The exact wording of the EO is this:

(e) “Male” means a person belonging, at conception, to the sex that produces the small reproductive cell.

People with Y chromosomes are male, the sex that produces the small reproductive cell. It doesn't say the indivudual person produces that cell, just that they belong to the sex that does. A prepubesent male is still a male.

Because Pat is very stupid with poor reading comprehension and no understanding of science he believes this means all men are trans because they can't produce sperm at conception.
