No, he is the retard and misunderstands what trannies call, "basic biology". Sex is determined at conception by whether or not the sperm carries a Y chromosome.
The exact wording of the EO is this:
(e) “Male” means a person belonging, at conception, to the sex that produces the small reproductive cell.
People with Y chromosomes are male, the sex that produces the small reproductive cell. It doesn't say the indivudual person produces that cell, just that they belong to the sex that does. A prepubesent male is still a male.
Because Pat is very stupid with poor reading comprehension and no understanding of science he believes this means all men are trans because they can't produce sperm at conception. I suspect he heard from somewhere that elevated testosterone in utereo causes the male fetus to develop testes and he thinks he is being clever, but as usual he has no idea wtf he is talking about.
I'm not sure why the order is worded this specific way and didn't just say, if you have a Y chromosome you are male, but I'm sure there is a good reason. Trump doesn't write these himself, they're drafted by people far smarter and more knowledgeable than Pat could ever dream of being.
I had to research this shit because I'm a toolmaker, not a biologist, and if you ask Google, "Is Sex Determined at Conception?", the answer is yes. If you Google, "Are all human zygotes female at the moment of conception?", the answer is also yes. Fact if the matter is a Y chromosome in the sperm determine a male. So once again this is an example of Pat have an incomplete misunderstanding of what he is talking about along with the inability to do even surface level research before he attempts to speak with authority.
