looks like there's some kind of wear or degredation from when he stacked them like a retard you can see the indentations of the horizontal support.

Didn't he buy prebuilt panels? It's probably from a bunch of them being stacked up wherever he bought them.

Re the height etc I think Pat said something about how his fence doesn't have to meet whatever regulations are because it's a pre-existing fence being replaced rather than a new one going up. Someone else likely put the fence up (Papa Clown to the rescue) anyway.

Id just defer to the city and let them decide. I just dont want pat to have any violations. Poor little feller has had a rough time as it is.

So he has multiple violations here. The supports are facing the wrong side is one. Then it looks like this fence is taller than 4' and it looks like any fences between properties are limited to 4'. And also, solid fences 4' or higher need to anchored to a minimum depth of 30 inches and if Rick had a post hole digger, I doubt he went down 30 inches.
Hopefully Jamal and DaShawn will kick it in for him before it becomes a problem.

I'm no Tim The Toolman Taylor but if you were going to stain or paint a new fence wouldn't you want do that before you put it in the dirt?
Or you know the parts that are nailed together and are now inaccessible, and are most liable to rot and cause the fence to fall apart

You'd think he would've done those the whole month he left those slats out exposed to the elements
