Well if he had any sort of handyman skills and wasn't a fat lazy alcoholic he could do most of the work himself and wouldn't be anywhere near $40k. It's probably the most valuable thing he owns, he could have spent the $500-1000 bucks on a prefab bike shed that would at least store his bike(s) out of the direct elements.
Or even just ~$50 on some old scaffold planks so he can wheel the bike down into the pepperoni dungeon.
