Okay, I think I have the solution

Free housing, and they won't stay unless they can continue doing drugs, so free drugs
And they won't be able to hold jobs if they're constantly on drugs, so free money for food/phone/internet
And they can't really go out shopping for food so free delivery. And that way they'll just stay in their nice free housing.

1) the genuinely insane. These people require institutionalization.

2) addicts and alcoholics. These people elect to be homeless because I’m order to be “housed”, they would have to stop smoking meth, shooting heroin, and prostituting themselves.

Every article I've read on homeless people in the last decade always shoes in the fact that the person they interviewed for the article is a junkie that has available shelter (friends, family, or public) but won't go to it because they'd have to stop doing drugs in the last few paragraphs and hopes you don't notice.
Here's a fun thing you can try next time a polite and affable homeless person asks for "just enough money to get a room at a hostel for a night": Say you don't have any cash but offer to get in a cab, take them straight to the hostel and get them a room for a couple of nights. I've done this bunch and have had exactly one person take me up on it. Most of the time they make excuses like they have somewhere to be and move on to the next person. Guess what happens if you say "I'll buy you a six pack instead".
I used to be so much more liberal until I started working in social care. There is no real reason for anybody to be on the streets homeless for any length of time unless they have severe mental health problems, in which case its hit or miss if they actually can integrate with society, or they just want to be junkies, or both. I can't even really hold that against the junkies because heroin is just that powerful, but the "homelessness" problem is way bigger than just "these people dont have anywhere to live". People who act like that line of reasoning is unthinkable piss me off so much.

One of those hot female conservative grifters on twitter did a video where she saw some homeless nigger in NYC literally crying and saying he was so hungry and please gimme money for food. She walked into a store and came out with a packaged sandwich and an unopened bottle of water and gave it to him. "Bitch, I don't know you. Fuck out ma face with this shit. Gimme money, gaddammit" was the poor man's charming response. He was crying because he was jonesing. Agree with @Pringle Can Lothario most of them are wretched creatures who would benefit from being put down.

Let's pretend they won't immediately cover the interior with graffiti and tear down all the sheet rock. Where do we build these houses? Beverly Hills? The Hamptons? Of course not, the only place these can be built without the locals going nuts it's dumps like St Louis, Detroit or Camden. If I have one and I’m in a good mood I’ll give a homeless guy or a beggar a beer. Last guy I offered it to said he didn’t drink but had a dog. He went around the corner of the 7-11 so I left a box of treats by the dog. Not sure what that guy’s deal or scam is *but I see him a couple times per month when I stop there*
