Execute the homeless.
I'm very liberally and safety minded when it comes to drugs and harm reduction shit, 2 of my closest friends, and i don't have many to begin with, died preventable drug deaths, but having been in the homeless/rehabilitation system for about half a year, I find myself wondering if occasionally intentionally circulating a batch of bad hits just to kill off the junkie population (by some kind of clandestine government thing) might not be a kindness of society, and a mercy for the suffering addict.

With very few exceptions, homelessness is a choice. I'm sure Patrick thinks the homeless are just down on their luck and need a clean shave and a 9-5, but Pat doesn't understand, some of these people are as fucked up as he is.
Every article I've read on homeless people in the last decade always shoes in the fact that the person they interviewed for the article is a junkie that has available shelter (friends, family, or public) but won't go to it because they'd have to stop doing drugs in the last few paragraphs and hopes you don't notice.

It doesn't have to be bad hits. Just give them lots of "good ones". Alternatively, put their asses to work.
