It's so fucking stupid to think the police would arrest anyone on say so.

As far as I know, police ONLY arrest people if they 1. Have an arrest warrant, or 2. Witness a crime (misdemeanor ) 3. Reasonable suspicion (felony)

The only exception I can think of is domestic disputes, where it's written in the law. If the word of an asshole were enough Dan would have been arrested already.

It was off the name of the restaurant on the glass. He used that to find the nearest church that had a Confirmation that day and went through the list of names until he found one that matched up with what he had gleaned from Boomia posting here.
