Spin it as a small-business relief act? A short-term moratorium on one of the many taxes collected?

The issue is that money will go right back to big box stores because they can afford the rules and regulations and purchase in bulk from manufacturers. Any tax they get will be side stepped by passing the cost onto the consumer(unlikely high enough for mom and pop to compete) or through some other jewry. Focus on making it easier to start and run a small business.
