Cause they can still post on all of your tweets and interact with others in your tweets. It doesn't really stop harassment if we're being honest. Definitely does not stop scammers or bots.
I can also still add people to lists when muted to spam their notifications with things like my two favourite lists: confirmed PEDOPHILE, and Birthed From a Man's Ass.
I don't overly care either way I am just going to abuse the platform, but the reality of its usefulness as a basic feature for any online service is obvious.
