She's stuck at the maturity level of a 7th grader because this is when she suffered the ego wound that became the defining characteristic of her personality henceforth.

She was fat and brown in junior high school, nuff said. She's still desperately trying to be accepted by the cool White kids, and still trying to get the mean kids in trouble by tattling on them.
