My take is that he knows nobody is going to prison. He has whined about having to "shame the police into doing their jobs" a few times (though I forget, maybe that was just in reference to the swattings, with Pig imagining that their "job" is to not show up when a crime is reported so Mama Raven's Special Boy doesn't have to peel himself off the fart couch to answer the door), and he probably gets that the investigation—if there ever really was a formal one—is going nowhere at this point. I don't think he's delusional either. He just took one of his patented premature victory laps back when he was on a high from handing over that flash drive. At one point he really was certain that somebody would get a fine or probation or something, but because he built it up so much and has been threatening funsters with it for so long he fears that dropping it would be letting the idiots win.
