I literally just started up Victoria 3 for the first time about a week ago. I didn't expect it to be a trade route game -- is that the real core of it?

It's hard to want to play a game where your citizens need paper so you just go to the market and trade with Great Britain, but arming revolutionaries in a war sounds kind of cool.
Trading is definitely the focus, it's weird at first, just focus on building your economy and getting better laws if you aren't GB.
The tutorial where you play as belgium is a good run down.
