The DMAN saw just enough that Scarlett was essentially saying "No, you're not bothering me. I'm busy but I always have time for you." Or something to that effect.

The DMAN just about busted a rib laughing (for no reason, as far as this guy could tell) while this lovesick old country nigger deluded himself. The DMAN was never able to appropriately broach the subject with him. He doesn't care either way if the dope got swindled. How stupid can you be?
