There's a strain within Sunni Islam called Wahhabism, and IMO, they are (and were) more focused on accusing other Muslims of failing to live up to the edicts...they also use a loophole in the quran to label them non-Muslim (takfeerism) and its why prior to the CIA using them (Osama B laden etc) they historically only waged jihads on fellow Muslims (accusing them of being sufis, shia, etc).

Al Qaeda, ISIS, etc stem from this madh-hab (which without petrodollars, would have fizzled out in the desert of Nejd/Central Arabia).

The Al-Saud sponsor wahabism, without really adhering to it themselves using ANOTHER loophole (madkhalism): "A Muslim has to obey his ruler, even if the ruler is a coprophile faggot, as obedience is part of the sharia, while chaos is not"
