In 10 years of renting, then 10+ years of owning I've never paid it. I get letters saying the govt are "looking into me", i get people at the door telling me to pay up or risk going to jail, they all get told to fuck off. Today is a perfect example of why.

The fact that they scrapped the free then discounted loisense for the elderly is a sure sign its already happening.
