They assigned someone to you probably by what region of the country you’re in. When I lived in SoCal, I dealt with the same guy for a few years and I’d call him directly to ask if he could give me a discount and he often would.

So yeah, they can be annoying, but you can use it to your advantage if you build a rapport.
