In summery: nothing special but not bad either

as far as I'm aware the main reason is mosquito and bug factories which fuck you if you don't properly handle that and let mosquitos incubate. The only other laws i'm aware of don't restrict personal use but doing it on land that either isn't yours , or fucks up the surrounding land as well. Like you can't just make giant drainage ditches either and siphon water out of lakes and shit either. Nobody is stopping you from collecting rain
water in your backyard
