He's Heinrich XIII Prinz Reuss. He had a plan, with some others, to overthrow the current German government and reinstate the Imperial German Empire from WW1, with himself as Kaiser of Germany.

I do enjoy finding out who would be king/queen of countries that grew up and got rid of their monarchies. Those blood lines that survived there must be some kind of longing for some of the trappings even if having a private life is worth it
