Why yes it would and if a synopsis was required then it would be required up front before the first page of the screenplay had even been seen.

A synopsis is also incredibly brief so that whoever is reading it can quickly make a decision based upon it. So Pat lamenting the task of writing one is especially pathetic. He's supposedly writing synopses of books that he wrote. At most this is a ten minute task per book.
