This applies to all sub-80 IQs regardless of race; they just do not possess the mental brainpower to be able to visualize the future (doesn't matter if they're kind, well-meaning folks; they just don't have the capacity).
Why do most poor people stay poor for their entire lives, despite often being hard-working? It's a taboo subject today but it's simply because the bulk of them are sub-80s and thus 100% incapable of planning for the future or saving money. They live paycheck-to-paycheck for decades, always blowing whatever free cash they have left over each time on cheap frivolities. The 'future' (whether it be next month or next decade) is concept that simply does not exist to them, and thus there is no reason to save or prepare for this alien concept.

Pat's actions become a lot more easy to predict across the board when viewed through this lens. The threat of having more interest and postjudgment fees added onto the current debts mean nothing to him; he couldn't understand the serious consequences of delaying the inevitable even if he wanted to. Those are all future (alien, incomprehensible) problems, and Patrick exclusively lives in his current (fat) moment.
