The Harley is bigger than the scooter and probably wouldn't even fit sideways without sticking into the bike lane and being a hazard. Parking your bike sideways also invites cars to get too close and potentially tip your bike over.

To be fair there were a couple of flags in there. But apparently "Pridefest" is the biggest fag event in Wisconsin so he likely sees this every year. I've lived near routes to non-fabulous biker get togethers before and you know which weekends to expect them.
