It's difficult to tell, but I believe that might be Hugo, The Man of a Thousand Faces, who bears more than a passing resemblance to Rogan himself.

Is it really not photoshopped? Because Alex Jones is only 5'9". I know we make jokes about Joe Rogan being small, but that's insane.

lol it's a really well done photoshop. I'll admit I did look at it for quite a while thinking, "that can't be real can it?" Jones would have to be 6'5"+ for that picture to make any sense
For example, this one isn't shopped at all...
