He surprisingly does still have an agent. His name is Russell Galen. I've emailed him several times asking for confirming and he has always gotten back to me.

It's hardly surprising he has an agent. All they have to do is take points on anything he does. Agent will usually insist on an advance, take a cut from it and then leave Pat to pay it all off with the book sales. Easy money.

It doesn’t cost the agent anything to have someone like Patrick as his client.
On the rare occasions that Patrick sends the guy a piece, the agent spends seconds forwarding it to whoever he thinks might pay.
If anyone wants to pay Patrick for his writing, the agent gets a cut. The rest of the time, the agent doesn’t have to do any work. Ten years could go by with no writing from Pat and the agent would still be “representing” Pat

Apparently Pat lucked out by getting this guy as an agent. According to that guy on KF who's supposed to be an insider in the literature world, this Galen guy is very well connected. This would explain why Pat ever got published at all despite his 4th grade writing skills.

By "partial" he means he's got kind of an idea for a book, so he's written a bit of it; but it's not a good enough idea that he cares enough about it to finish it on his own. If you've ever seen someone fix up a car or build a house over a couple of years - not because they're paid to do it, but just because they want it done - well, he's not that into whatever his idea is.
Remember; he's a writer who's been out of contracted work for two and a half years, but hasn't finished a single book in that time.
