I think he's wearing a suit of armor that's probably intended for horseback riding so that might explain why it's so fawkin wide round the hips.
Then again it might just be a gay fashion trend of the times that had some weird logic to it. I remember reading about why men wore tights then and loved showing them off and the theory was that arm muscles weren't anything special in an age where most people were manual labourers, but well-defined calves were a mark of nobility cause it meant you were engaging in a lot of recreational sports.
