Either Flavia doesn't want him going, or he spoke to a legal expert who told him that there is a sliver of a chance that his behavior could be interpreted as stalking, especially if he has no other reason to be in Milwaukee at the time. Highly doubt the bomb threats have anything to do with Dan. Dan is not on their shitlist, Pat is.
