Where does she get the balls to try and claim this is worth 700 dollars? The companies that make adult paint by numbers of the same size claim they take 20 - 35 hours to complete. Even at the slow end, she's trying to say that her sitting on her ass doing a nice relaxing activity for people with no artistic ability is worth 20 bucks an hour. The gif really illustrates how awful she is at art.
She probably made everything washed out/shitty so it's "technically" a unique work, but if you're going to go that far just use other visually striking colors.

It's even worse because the original photo was hand tinted.

Edit: since she called it a tribute, she could have taken two kimonos from any of his other works and placed them in this one.
For example:
