In all fairness it's true. It's always been a shit hole. They were calling themselves a sanctuary city before that was even a well known thing. I remember being in elementary with kids who spoke zero English.

Thankfully everyone realized it wasn't the Puerto Ricans who were the causing the issues in the city anymore and most of them moved in the late 90s leaving Central Americans Haitians and Bosnians.
