I quick check of the numbers without scripting it is showing about 5-10% of the debts closed each year. Which tracks with what you would read online by googling it. However, what are most of these debts? Credit Cards? Banks? Rental Companies? How many are individual defendants awarded attorney fees from anti slapp fee-shifting statutes aggressively perusing things? How many of the open ones are below 5k and how many of the closed are above 50k? etc.etc..

A credit card company might domesticate and hope you settle. they are not going to keep pursuing you across states to get back 3,500.
